President Donald Trump has called on the House to quickly pass a bill to restore funding for Washington, DC, for 2025. Trump emphasized the need to make the city “CLEAN and SAFE again” and urged Congress to act without delay.
“Washington, DC, must become CLEAN and SAFE again,” Trump wrote. “We need our Great Police back on the street, with no excuses from the Mayor, or anyone else. The House should take up the DC funding ‘fix’ that the Senate has passed, and get it done IMMEDIATELY. We need to clean up our once beautiful Capital City, and make it beautiful again. We will be TOUGH ON CRIME, like never before. I will work with the Mayor on this and, if it does not happen, will have no choice but to do it myself. Washington, DC, will be better, safer, and more beautiful than ever before!”
Earlier in March, the Senate passed a bill to reverse a provision from a stopgap resolution that temporarily avoided a government shutdown. This resolution had required DC to revert to 2024 funding levels after using 2025 funds for half of the year. If the House doesn’t approve the Senate bill, DC will be forced to stay at 2024 funding, which could lead to over $1.1 billion in cuts, according to WAMU.
A spokesperson for Glen Lee, DC’s chief financial officer, said the city has until summer to pass the bill, as agencies are unlikely to hit their 2024 spending limits until the last quarter of the fiscal year.
Mayor Muriel Bowser’s office has started planning for a worst-case scenario if the bill doesn’t pass. Bowser has directed agency heads to consult supervisors before making major spending decisions. DC Council Chair Phil Mendelson warned that nearly every area of the city’s budget might need to be cut by 10% or more if funding isn’t restored.
House Freedom Caucus Chair Andy Harris has called for a delay in bringing the Senate-passed bill to a vote. He wants to hold off until the GOP works out a budget resolution that could help move President Trump’s tax agenda forward. Harris said that the GOP needed more time to figure out what requirements should be placed on DC, criticizing the District for spending money in ways the party deemed wasteful.
