Iraq Arrests Suspected ISIS Member Linked to New Year’s Terror Attack In New Orleans

Authorities in Iraq have arrested a suspected member of ISIS who allegedly played a role in encouraging a deadly New Year’s terrorist attack in New Orleans, officials confirmed Tuesday.

The man, whose name has not been released, was detained following a request from the United States to assist with the investigation, Fox News reports. He will be prosecuted in Iraq under anti-terror laws for his ties to the terror group and for allegedly helping inspire the attack that killed 15 people and injured dozens more on January 1, 2025.

“With efforts from the National Center for International Judicial Cooperation, a person involved in the terrorist ISIS organization was arrested for inciting the hit-and-run incident that occurred in the United States of America in January 2025, which led to the death of 15 people and the injury of 30 others,” read a translated statement from Iraq’s judiciary. The statement added that the United States had submitted a formal request to aid in the investigation of the terror operation, during which a gunman drove a truck into a crowd on Bourbon Street and opened fire.

The First Karkh Investigation Court, according to the same statement, identified the individual as a member of ISIS’s so-called Foreign Operations Office. Iraqi authorities say they used evidence and investigative analysis to confirm his identity before making the arrest.

The attack in question took place just after 3 a.m. in the French Quarter as crowds were still gathered for New Year’s celebrations. Shamsud-Din Jabbar, a 42-year-old man from Texas, drove a Ford F-150 into revelers and then began shooting. He was ultimately killed by police during the response. Fourteen civilians were killed and 57 others were wounded.

Though Jabbar acted alone during the actual assault, authorities had not ruled out the possibility that others may have helped plan or inspire the attack.

In a statement, FBI New Orleans confirmed the ongoing investigation. “The FBI’s investigation into the New Year’s Day terrorist attack in New Orleans remains active and ongoing. While we continue to work with our law enforcement partners, both in the U.S. and internationally, based on the information to date, we continue to believe that Shamsud-Din Jabbar acted alone in carrying out the attack on Bourbon Street. We continue to follow all leads and encourage anyone who may have information to contact the FBI at 1-800-CALL-FBI tips.fbi.gov.”

The FBI had previously disclosed that Jabbar traveled to New Orleans in the months leading up to the attack, visiting on October 30 and again on November 10, 2024. He also made trips to Cairo and Toronto, which are being looked into as part of the broader investigation.

Federal officials say Jabbar was inspired by ISIS ideology.

“[H]e appears to have been inspired – from afar – by ISIS. And it is, in many ways, the most challenging type of terrorist threat we face,” former FBI Director Christopher Wray told 60 Minutes in January. “You’re talking about guys like this, who radicalize not in years but in weeks, and whose method of attack is still very deadly but fairly crude. And if you think about that old saying about connecting the dots, there are not a lot of dots out there to connect. And there’s very little time in which to connect them.”

Iraqi and U.S. officials have not shared details about what specific actions the suspect took to incite Jabbar, and investigations remain ongoing on both sides.
