A newly released intelligence report reveals that Iran will persist in efforts to assassinate former President Donald Trump, regardless of the election’s outcome, and that U.S. adversaries will work to undermine confidence in the election even after Nov. 5.
The partially redacted report from the Office of the Director of National Intelligence (ODNI), made public on Tuesday, stated that “efforts by Iran to assassinate former President Donald Trump and other former U.S. officials” are “likely to persist after voting ends, regardless of outcome.”
In September, Trump’s campaign reported that intelligence officials had warned the Republican candidate about “real and specific threats from Iran to assassinate him.” The U.S. has taken extraordinary measures to protect Trump from Iranian retaliation following the 2020 killing of General Qassem Soleimani.
Trump and several high-level officials involved in the 2020 strike have been the targets of death threats from Iran. Additionally, Iran recently hacked Trump’s campaign and attempted to distribute information to Democrats and the media.
According to Politico, around $150 million per year has been spent to protect officials like former Secretary of State Mike Pompeo and Gen. Kenneth McKenzie, the former head of U.S. Central Command.
The ODNI report also suggests that Iran favors Vice President Kamala Harris and is focused on preventing Trump’s return, while Russia supports Trump and is expected to continue attacks on Harris. “Moscow and Tehran may also see an opportunity to continue pushing content favoring their preferred outcome,” the report noted. Russian actors have spread negative messages about Harris and circulated conspiracy theories about her candidacy, while Iranian cyber actors may try to distribute damaging content about Trump.
The report further warned that China, Iran, and Russia are “better prepared to exploit” the 2024 election due to lessons learned from 2020. Their efforts may include information campaigns, cyber threats, and physical violence aimed at undermining confidence in the election process, continuing until the next president is sworn in.
China, the report suggests, is likely to focus its efforts on influencing down-ballot congressional races.
The ODNI report found that foreign actors “will probably refrain from” attempting to alter vote counts since voting machines are not connected to the internet, and 97% of voters are in precincts with paper records and audit trails. Attempts to manipulate votes could also provoke a U.S. response. However, adversaries have adapted their strategies based on the extended vote-counting process seen in 2020.
“Many of these countries did not fully understand the various election processes that take place after polls close, but now, with greater awareness, they are better positioned to attempt disruptions,” an ODNI official explained to reporters.
Intelligence officials have consistently warned that adversaries like Beijing, Moscow, and Tehran would increase efforts to sow division and erode confidence in U.S. governance, especially in the lead-up to Election Day.
In June, undercover FBI agents encountered a Pakistani man attempting to hire hitmen to assassinate a U.S. politician. The man, Asif Merchant, was arrested on July 12, just before Trump’s rally in Butler, Pennsylvania. The report also recalled that in 2022, the Department of Justice charged a member of Iran’s Islamic Revolutionary Guard Corps with trying to kill former national security adviser John Bolton.
