According to the Daily Caller News Foundation, Gary Yu—founder of Boston International Media Consulting—worked with the New England Chinese American Alliance (NECAA) to raise over $300,000 for Wu. Yu serves as co-chairman of NECAA.
Yu, also known by his Chinese name Yu Guoliang, is listed as an official with a Chinese intelligence-linked group, the United Front Work Department (UFWD), according to the report. The UFWD is a Chinese Communist Party agency known for its influence and intelligence work abroad.
The House Select Committee on the Chinese Communist Party described united front work as “a unique blend of engagement, influence activities, and intelligence operations that the Chinese Communist Party (CCP) uses to shape its political environment, including to influence other countries’ policy toward the PRC and to gain access to advanced foreign technology.”
The UFWD reports to the CCP Central Committee and is considered the “lead organization for coordinating and carrying out united front work both inside and outside of China.” It also “oversees the united front work departments of provincial and local party committees as well as those subordinate to party committees in companies, research institutes, and other entities.”
Yu is named as an “overseas committee member” of the Hangzhou municipal All-China Federation of Returned Overseas Chinese (ACFROC). He is also the chairman of the North American Hangzhou Association (NAHAUS), and has reportedly met with ACFROC officials multiple times in China.
The Daily Caller states that ACFROC is a UFWD agency that has engaged in overseas influence activities, including allegedly instructing Chinese community leaders to open a Chinese police station in New York City.
In a meeting with Hangzhou ACFROC officials on November 29, 2018, Yu said that NAHAUS would “work tirelessly to support the construction of Hangzhou and continue to serve the function of uniting and leading overseas Chinese.”
Yu repeated the same statement during that meeting: NAHAUS would “work tirelessly to support the construction of Hangzhou and continue to serve the function of uniting and leading overseas Chinese.”
Yu has personally donated $45,515 to Massachusetts Democrats since 2018. Under his leadership, NECAA has also organized fundraisers for at least nine state-level Democrats, including Governor Maura Healey and Mayor Wu. NECAA’s website says the group has raised over $300,000 for Wu.
