DC Mayor Muriel Bowser Walks Back on Defunding Police Amid Soaring Crime Rates

Mayor Muriel Bowser has introduced a new legislative proposal to address the skyrocketing crime in the nation’s capital. The Addressing Crime Trends (ACT) Now Act seeks to reverse some of the leftist police reforms enacted during fallout from the death of George Floyd .
Speaking from Ward Four, Bowser, a Democrat, outlined the ACT Now Act, a legislative initiative designed to clarify the distinction between a serious use of force and incidental contact with the neck, Fox News Digital reports.

This law also ensures that officers can review their body-worn camera footage before writing their initial police reports under specific circumstances. Additionally, the ACT Act makes permanent clarifications regarding vehicular pursuits and defines what information related to officer discipline will be made publicly available.
The mayor emphasized that the Metropolitan Police Department (MPD) remains a leader in fair and constitutional policing in the nation and that the legislation aims to support the department in addressing some of the negative consequences of prior police reform efforts.
“MPD continues to be a leader in fair and constitutional policing across this nation. They continue to work every day to have and keep the trust of our city. And this legislation won’t change that. It will, however, support the department in dealing with some of the negative consequences of the Comprehensive Police Adjustment and Injustice Amendment Act. Some of the changes that were made just don’t match the daily practice of safe and effective policing,” Bowser said. “And whether that’s around incidental contact you can make with a person, or how officers can use their body worn camera footage to write reports or whether police are allowed to safely chase a criminal who’s right in front of them[.]”
Among the key issues the ACT Act aims to address are the surge in organized retail theft, loitering around open-air drug markets, and the unlawful use of masks for criminal activities. In particular, it will make it illegal for any individual to organize a theft-for-profit scheme by recruiting or directing others to commit organized retail theft. The law also reinstates the prohibition on wearing masks for the purpose of committing criminal acts or causing fear.
“The changes do not apply to people wearing masks for health reasons,” Bowser clarified.
Regarding open-air drug dealing, Bowser stated that the community was well aware of the issues occurring in these areas. The proposed legislation would allow the MPD to establish temporary drug-free zones for up to 120 hours to disrupt and prevent illegal drug-related activities, and to reclaim public spaces for neighborhood communities.
