As the 2024 presidential election approaches, Americans find themselves largely uninformed about a significant executive order signed by President Joe Biden early in his presidency, one that has the potential to heavily influence the entire contest in his favor.

Newly revealed documents obtained by the Heritage Foundation’s Oversight Project underscore that this secrecy is by design, with the directive seemingly orchestrated in collaboration with left-wing activist groups by the administration.

In March 2021, Biden signed an “Executive Order on Promoting Access to Voting.” The administration implemented the directive, seemingly originating from the leftist think-tank Demos, amid applause from numerous similarly aligned yet officially nonpartisan nongovernmental organizations.

Executive Order 14019 requires every federal agency to register and mobilize voters, specifically targeting minority groups that historically lean towards the Democratic Party. To achieve this objective, the order mandates agencies to “solicit[] and facilitat[e] approved, nonpartisan third-party organizations … to provide voter registration services on agency premises.”

The wording of the order has sparked concern among those on the right, who fear that the leftist groups endorsing the order may engage in unconstitutional or unlawful activities. There are suspicions that these groups could potentially coordinate with agencies to selectively increase voter registration, favoring Democratic voters.

This endeavor could potentially have a significant impact. An analysis from Demos, which has since been removed but is available in archived form, suggests that if the order is fully executed, it could result in 3.5 million new or updated voter registrations each year. This figure is substantial, particularly when considering that recent presidential elections have been determined by slim margins in just a few states, The Federalist noted.

Information from a July 2021 listening session held by the Department of Justice (DOJ) with leftist activists regarding the implementation of the order, as disclosed in a May 1 Oversight Project memo, provides the first insight into potential collusion between federal agencies and leftist activist groups. The specifics were extracted from a collection of unredacted notes documented by a DOJ attorney.

During those proceedings, Biden administration officials heard from activists overwhelmingly from the left. According to its review of the listening session roster, the Oversight Project found that “Every participant whose party affiliation or political donation history could be identified by the Oversight Project was identified as a Democrat except for one Green Party member.”
