Kamala Harris Says She Will Give $20 Billion In Forgivable Loans to Black Entrepeneurs

On Monday, Democratic presidential candidate Kamala Harris revealed her “Opportunity Agenda” for black men, which includes a proposal to provide one million forgivable loans to black entrepreneurs.

Harris campaign co-chair Cedric Richmond said in a statement, “This agenda is a further realization of Vice President Harris’ Opportunity Economy. An economy where people don’t just get by, but get ahead. Where black men are equipped with the tools to thrive: to buy a home, provide for our families, start a business and build wealth,” according to CNBC.

The plan aims to distribute one million loans, each worth up to $20,000, to black entrepreneurs and others looking to start businesses. These loans would be fully forgivable and financed through partnerships with “mission-driven lenders,” community banks, and the Small Business Administration.

This announcement comes as Harris tries to bolster support among black male voters in the final stretch of the 2024 presidential election.

The initiative also includes mentorship programs and job training to help black men enter high-demand industries. Additionally, it proposes increased investments in the Public Service Loan Forgiveness (PSLF) program to attract and retain black male teachers. The PSLF program forgives student loan debt for individuals working in certain nonprofit or government jobs after 10 years of service.

Harris has also committed to supporting the federal legalization of marijuana. “An economy where people don’t just get by but get ahead. Where black men are equipped with the tools to thrive: to buy a home, provide for our families, start a business, and build wealth,” her campaign stated.

The campaign added that Harris will “fight to ensure that as the national cannabis industry takes shape, black men—who have, for years, been overpoliced for marijuana use—are able to access wealth and jobs in this new market.”

In the 2020 election, CNN exit polls indicated that 87% of black voters supported Biden, with 12% voting for Trump. A recent New York Times/Sienna College poll showed 78% of black voters plan to vote for Harris, while 15% support Trump. Among black male voters, 20% indicated they would vote for Trump, compared to 70% for Harris. For black women, 83% said they would vote for Harris, and 12% for Trump.
