Revelations have emerged from an IRS whistleblower, who claims that the FBI’s FD-1023 document, alleging a bribery scheme involving President Joe Biden, his son Hunter, and a foreign national, was never delivered to investigators, despite being sent to the Delaware U.S. attorney for further examination.
The House Ways and Means Committee recently released a portion of whistleblower testimony related to the IRS and Justice Department investigation into Hunter Biden’s “tax affairs.”

The probe was initiated in 2018 following the discovery of suspicious activity reports concerning funds from “China and other foreign nations.”
The investigation originated from the U.S. Attorney’s Office in Delaware, led by U.S. Attorney David Weiss.
One of the whistleblowers, identified as Gary Shapley Jr., testified to House Republicans that decisions made during the case appeared to be “influenced by politics.”

Another whistleblower, who remains anonymous, revealed through a letter submitted by their lawyer to the committee, that they “initiated the criminal tax investigation” into Hunter Biden as a special agent with the Internal Revenue Service Criminal Investigation, working under Shapley.
According to the supplemental letter, the second whistleblower stated that they were never informed of or received the FD-1023 document, which reportedly had been sent to the Delaware U.S. Attorney’s Office for investigation. The document could have been relevant to the ongoing investigation of Hunter Biden.

Reports from Fox News Digital earlier this month detailed the alleged contents of the FD-1023, suggesting that Joe Biden had received $5 million from an executive of Ukrainian natural gas firm Burisma Holdings. Hunter Biden served on the company’s board as part of an alleged bribery scheme aimed at influencing U.S. policy decisions, as per sources familiar with the document.
The letter submitted to the committee stated, “In news articles, former AG William Barr is cited in saying that this Form 1023 was reviewed by the Western District of Pennsylvania and was ultimately shared with David Weiss, U.S. Attorney overseeing the subject Investigation.”
The letter continued, quoting the second whistleblower, “As Mr. X has testified, he was the IRS-CI Case Agent over the subject investigation at the time – and Mr. X has stated to me that he has never seen this FBI Form 1023 and that he does not recall ever hearing about this information being turned over in any meetings with the prosecution team in Delaware.”
